Bringing proven experience. Sustaining powerful leadership.

Bob Webbert, Chief Executive Officer

Equipped with his master plumbing license, Bob Webbert opened a plumbing, heating and underground utility business in 1979. He came onboard at Gray & Son in 1988, when he and his father-in-law, George Palmer, decided to merge their businesses. Webbert immediately became executive vice president of the company and was promoted to president in 1993. Today, he is the chief executive officer of both Maryland Paving and Gray & Son. For many years, Webbert also sat on the board of directors (including as president in 1994-1995) for the Baltimore Country Highway Contractors Association, as well as on the board of the Maryland Highway Contractors Association. And, since 1995, he proudly has served on the board of directors for Emerge, a non-profit organization that provides homes, work, schooling and more for individuals with developmental, physical and mental health disabilities. In 2001, Webbert received Emerge’s annual president’s award for his continued service and support.

Jeff Graf, General Manager/Executive Vice President

Jeff Graf got his start in the asphalt industry more than 30 years ago, starting as a laborer and equipment operator for Miller Asphalt Products. While at Miller, he not only helped build his first plant – and then later managed and maintained the plant – but he learned how to develop the mix designs and supervised quality control. After leaving Miller in 1990, Graf worked briefly for Laurel Sand and Gravel before joining Maryland Paving in 1991 as plant manager for the Finksburg facility. He became the company’s vice president of operations in 1996 and the executive vice president in 2011. Graf also has served as chairman of the board for the Maryland Asphalt Association and chairman and co-chairman of specification teams for the Maryland State Highway and Maryland State Asphalt Association. Additionally, he sits on the Quality in Construction team for the National Asphalt Paving Association.

Rick Scheetz, Chief Operating Officer

Rick Scheetz came to Maryland Paving from High Concrete Group in Lancaster, Pennsylvania, where he was the president and chief operating officer of one of the nation’s largest precast concrete companies. Prior to his tenure at High Concrete, Scheetz held various leadership positions in the construction materials industry, including vice president and general manager for Carmeuse North America’s Industrial Sands Division and several key upper management positions for Lafarge North America. Scheetz earned a bachelor’s degree in geology from the University of Delaware, a master’s degree in mining engineering from The Pennsylvania State University, and a master’s degree in business administration from Loyola University at Baltimore.

Barbara Webbert, Vice President of Gray & Son and Maryland Paving Management, Inc.

Barbara Webbert has been part of the company’s history since she was three years old, when her father, George Palmer, started working for Oscar Gray. After graduating from high school, Webbert earned an associate degree from Villa Julie College. Soon thereafter, she joined the Gray & Son office staff. She also assisted her husband, Bob Webbert, with his plumbing and utility business, supporting him with various administrative duties.
